St. Louis Post-Dispatch: “The group behind the new nonpartisan runoff system in St. Louis sets sights on redistricting”

“One of the groups behind Proposition D — the new nonpartisan runoff system for city candidates — may follow up with a push to shift the task of ward redistricting away from the Board of Aldermen.

‘Aldermen vote on their own district lines,’ the group said in a news release. ‘This allows them to pick their voters, instead of the other way around.’

The group also said that the board under the current process, which is set to begin later this year after 2020 U.S. census data is released, can move wards for political reasons such as removing opponents from office.

Show Me Integrity also is considering including some new ethics rules for aldermen in the plan, such as requiring aldermen with a conflict of interest on legislation to refrain from voting instead of simply disclosing a conflict.

Proposition D, which was approved by voters in November, also got on the ballot via a petition effort.”
